About the Instructors:
Steven H. Dam, Ph.D.
Dr. Dam is the President and Founder of the Systems and
Proposal Engineering Company (SPEC) and SPEC
Software, both based in Marshall, VA. He has been involved with structure analysis,
software development and systems engineering for over 30 years. He participated in the
development of version 2.0 of the C4ISR Architecture Framework as part of the development of the
Defense Airborne Reconnaissance Office (DARO) Vision Architecture. Dr. Dam also led the
development of the Counterproliferation Advanced Concept Technology Demonstration (ACTD)
architecture for the Defense Threat Reduction Agency (DTRA). He also participated in the
development of the Financial Management Enterprise Architecture (FMEA), now the Business
Enterprise Architecture (BEA) and Net-Centric Enterprise Services (NCES). He currently is working to apply the Framework to various DoD
architecture projects using the new DoD Architecture Framework. Dr. Dam has a BS degree in
Physics from George Mason University and a PhD.in Physics from the University of
South Carolina.
James D. Willis, Jr.
is a member of Systems and Proposal Engineering Company
(SPEC). For the last 15 years he has worked
government-related architecture development from both sides of the activity…managing
development as a government employee and developing details as part of a contractor team.
He has trained several hundred government and contract personnel in architecture principles
and the specific applications of the C4ISR and DoD Architecture Frameworks. In addition,
he assists organizations apply systems engineering (problem solving) principles and
practices to specific projects. He has also trained over 2000 government and contract personnel in
systems engineering and related processes. He is a retired Air Force officer
with 29 years military and 5 years civilian experience in strategic planning, systems
management, architecture development, training, process improvement, resource management and
systems engineering. Mr. Willis is currently working on the
architecture for the U.S. Army Future Combat Systems (FCS).
